Theodore Fountaine, Jr. is 74 years in age and resides in the City of Alexandria. He is presently elected to serve as Police Juror for District D.
Mr. Fountaine is a graduate of Peabody High School. He has a Master's Degree plus 30 hours in administration and supervision. His undergraduate and graduate degrees are from Southern University in Baton Rouge, Louisiana. He has further studied at Northwestern State University in Natchitoches, Louisiana.
He has served in the U.S. Army and the Louisiana National Guard with the rank of First Lieutenant and Captain respectively.
Mr. Fountaine is a widower and has one son, Theodore III.
He is a member of Mt. Triumph Baptist Church, where he has served as chairman of the Board of Trustees. He is a member of the Silver Trowel Lodge No. 18 and an active member of the Alexandria Alumni Chapter of Kappa Alpha Psi and also a retired principal of Rapides Parish.
Mr. Fountaine is currently the President of the Police Jury for 2019. He was also President of the Police Jury in 2009. He has been Chairman of the Parochial Board Liaison and Legal Committee and serves on the Finance Committee; Public Works, Watershed and Agricultural Affairs Committee; Coliseum Liaison; Workforce Development and Municipal Liaison Committee; Grants, Economic Planning and Development Committee; Courthouse and Tourism Committee; Personnel, Elections and Health Committee and Insurance, Ambulance, Fire and Homeland Security Committee of the Rapides Parish Police Jury.
He is a member of the National Organization of County Officials where he serves on the Health Steering Committee and is a member of the National Association of Black County Officials.
